Set up a help plan

Regardless of which form of "help for education" you apply for at the Youth Welfare Office, the Youth Welfare Office will draw up a help plan with you, possibly your child and other participants.  In the help plan discussion, it is worked out which help is appropriate for the problem at hand and which measures should be taken.

The help plan defines the cornerstones of the help, such as:

• Need
  • Facts from your family (educational situation, economic circumstances, behaviour of the parents, caring for the child, physical and mental condition and similar)
  • if you have already used other assistance measures, what were they? Why was the aid not successful?
  • Your child's personal form (e.g. who are the parents, siblings, relatives, abnormalities, illnesses, allergies, vaccinations)
• Objective of aid measures
  • What should change as a result of the aid?
  • What expectations do those involved have?
• Type of help
  • Which services are considered necessary and suitable (e.g. full-time care, educational assistance, socio-educational family assistance)?
  • Proposals for action for parents, professionals, caregivers
  • Time horizon (How long should the aid last?)
  • necessary services (e.g. care allowance, initial equipment, therapy costs, travel expenses, financial support)

Hint: The Youth Welfare Office must inform all those involved about possible consequences of the planned help for the child or young person. It must also document in the help plan:

• the manner in which the parties cooperate, and
• the extent of counselling by carers

It is best to clarify directly with the Youth Welfare Office which documents you need to submit.

In addition to those directly involved (parents, children), the following persons can also participate in the creation of the help plan:

• Relative
• doctors,
• the child's school
• if necessary, a psychological service

Together, all participants agree on the cornerstones of the planned aid. They schedule regular further meetings of the participants (help plan discussions). These serve to check the progress and success of the services. The assistance plan is updated, i.e. necessary or completed changes to the aid and measures are recorded.

Hint: In the aid plan, the approved aid is fixed for a certain duration. Do you need longer-lasting help or can help be terminated earlier? Then, in consultation with the Youth Welfare Office, an extension or shortening is possible.

The legal guardians and the Youth Welfare Office sign the help plan. If full-time care is provided as an auxiliary measure, the foster parents must also sign. All participants receive a copy.
