Apply for a clearance certificate in accordance with explosives legislation

In order to participate in a state-recognized training course for the teaching of specialist knowledge for the handling and acquisition of explosive substances, you require a clearance certificate.

Then you need a clearance certificate in accordance with § 34 of the 1st Explosives Ordinance (1.SprengV).

The clearance certificate must always be presented before the start of an explosives training course (for basic, special and refresher courses). This means that participation in the course is only possible with a clearance certificate.

This clearance certificate is intended for persons who wish to carry out activities involving explosive substances on a commercial basis. When the certificate is issued, inquiries are made to check reliability and personal suitability.

Clearance certificates for persons whose aim is to apply for a § 27 SprengG permit (non-commercial) must be applied for from the districts in Hesse.

The regional councils in Darmstadt, Giessen and Kassel are responsible.

The prerequisite is that you have reached the age of 21.

You can file a complaint with the administrative court within one month of notification.

• You must submit an application for the permit.
• The documents will then be checked by the competent authority.
• If there are any queries or uncertainties, the authority will contact you and, if necessary, invite you to a personal interview.
• Inquiries will be made to check your reliability and personal suitability.
• Once the documents have been checked, you will receive a decision notice (the clearance certificate) and a fee notice with a request for payment.

The issuance of a clearance certificate is subject to a fee. The fees are determined according to the administrative cost regulations for the area of responsibility of the Ministry of Social Affairs (VwKost-HSM). The costs range between 30.00 and 250.00 euros.
