Aviation event: Authorization

If you want to organize an aviation event, you need a permit.

Aeronautical events, i.e. public events of competitions or demonstrations involving aircraft, require a permit.

Note:
You do not require a permit for aviation events in which only unmanned aerial vehicles and non-motorized aerial sports equipment participate within the scope of an already issued ascent permit, which are not subject to the traffic licensing requirement and with which no passengers are transported.

The regional council in whose district the aviation event is to take place (Darmstadt regional council for the Darmstadt administrative district and Kassel regional council for the Kassel and Giessen administrative districts).

• Fully completed application for approval of an aviation event
• Consent of the aerodrome operator (unless the organizer is also the aerodrome operator) or, in the case of other sites, proof of the right of use
• Program of the event including flight program
• Map at a scale of 1:25000 showing the location and dimensions of the event site including the demonstration area and safety distances.
• Site plan at a scale of 1:1500 to 1:5000 with the event site marked. The plan must show the dimensions of the event site, take-off and landing areas, the locations of rescue services, parking areas and barriers.
• Details of the aircraft operators involved
• Proof of organizer's liability insurance
• At the request of the licensing authority:
  • Safety concept including emergency planning
  • Flight operations instruction of the person in charge of the event
  • Copies of the pilot's licenses of the aircraft operators involved
  • Agreements of the organizer with the pilots, airlines, other parties involved in the air and ground demonstrations and with the liability and accident insurers
  • Proof of approvals or declarations for CAT operations, specialized commercial high-risk flight operations or declarations made for specialized flight operations
  • Expert opinion on the suitability of the event site

As the organizer, you must take out organizer's liability insurance to cover any third-party damage.

The aviation event must not jeopardize public safety or order.

Submit the application in writing or online together with the required documents to the responsible regional council.

Submit your application in duplicate at least 8 weeks before the start of the event.

Administrative fees will be charged according to expenditure in accordance with VI/No. 9 of the Aviation Event Costs Ordinance (LuftkostV): Administrative fine from 50,00 EUR to 10.300,00 EUR
