All distance learning courses require state approval before they are offered.
Description
Distance learning courses teach the subject matter exclusively or predominantly in physical separation between teachers and learners on a contractual basis for a fee, whereby the learning success is monitored.
Distance learning is therefore highly individualized and can be freely scheduled.

The State Central Agency for Distance Learning (ZFU) examines distance learning courses with regard to their suitability for achieving the course objectives and with regard to compliance with consumer protection regulations for contract design and participant information.

Prerequisites
Vocational distance learning courses must comply with the objectives of vocational training in accordance with the Vocational Training Act or other legislation on vocational training in terms of content, duration or objective and the way in which they are carried out. Advertising and information, representative activities and the drafting of contracts must meet the requirements of the Distance Learning Protection Act.

Procedure
Before approval, distance learning courses are checked to see whether the stated course objective can be achieved with the distance learning course. Both the technical aspects and the didactic approach (teaching methods) are assessed. Approved distance learning courses receive an approval seal with an approval number. The organizers must list this approval number in the information material as a verifiable reference to the state approval granted.
Deadlines
The application must be submitted in good time so that the admission test can be completed before the distance learning course is distributed.
This is usually 3 months.
In the case of difficult procedures, the deadline can be extended once by the State Central Office for Distance Learning.
Processing time
Admission is deemed to have been granted if a decision on admission has not been made within 3 months of receipt of the complete documentation.
Costs
- Admission fee: 150 percent of the course sales price, at least 950.00 euros
- for admission after initial provisional admission: 200 percent of the course sales price, at least 950.00 euros

Notes (special features)
No approval is required for distance learning courses whose course objective consists exclusively in the dependent supplementation of other, self-contained independent educational offers and which are only suitable in conjunction with other educational offers. In the case of these supplementary distance learning courses, the contract must meet the requirements of the Distance Learning Protection Act. Their distribution must be notified to the State Central Office for Distance Learning.
