High-pressure gas pipelines - Recognition as an expert

High-pressure gas pipelines that are used to supply gas as energy systems within the meaning of the Energy Industry Act and that are designed for a maximum permissible operating pressure of more than 16 bar must be tested for leaks, strength and the presence of the necessary safety equipment by an expert before being commissioned.

If you wish to work as an expert in the field of high-pressure gas pipelines, you must be recognized as an expert by the competent authority.

1. Informal written application for recognition.
2. Certificate of successful completion of a relevant technical or scientific course of study at a university, college or university of applied sciences.
3. Current certificate of good conduct (not older than 3 months)
4. Either:
   Valid certificate from an assessment body (certification body) accredited for the certification of persons who inspect the technical safety of high-pressure gas pipelines.
   Or:
   Proof of affiliation to an inspection body accredited to inspect the technical safety of high-pressure gas pipelines.

1. Declaration by the employer that the expert to be recognized is in active employment and that he is free from instructions from his superiors or employer when carrying out his inspection activities.

When checking personal reliability, the approving authority may, in individual cases, request further documents in addition to the documents listed, which are suitable for making a statement about the personal reliability of the applicant.

You can be recognized as an expert for high-pressure gas pipelines if you have the necessary expertise, reliability and independence.

The fee is charged in accordance with the Administrative Cost Regulations for the Ministry of Economic Affairs, Energy, Transport and Regional Development (VwKostO-MWEVL). The amount is based on the time spent.

Equivalent certificates from other member states:

Evidence of compliance with the requirements in accordance with Sections 12 to 14 GasHDrLtgV, which

• in another Member State of the European Union
  or
• in another contracting state of the Agreement on the European Economic Area

are equivalent to domestic certificates if they are equivalent to these or if they show that the requirements in accordance with Sections 12 to 14 GasHDrLtgV have been met.

Note:

Experts who have been recognized by a federal state on the basis of the above-mentioned documents are also deemed to be recognized in the other federal states without further formalities.
