Certificate of expertise in road passenger transport

If you want to operate buses or excursions or holiday destinations, you need a permit from the competent authority. For the granting of the authorisation

• in the case of bus and coach transport, the Regierungspräsidium,
• for excursions or holiday destinations with passenger cars, in municipalities with more than 7,500 inhabitants, the municipal board is, otherwise the district committee at the seat or branch of your company

responsible.

• Responsible for the specialist examination is the IHK, in whose district the applicant has his residence.
• Responsible for the recognition of equivalent final examinations is the IHK in whose district the applicant has his residence.
• Responsible for the recognition of a managerial activity is the IHK, in whose area of responsibility the company has its headquarters.

The following certificates are required for taking the specialist examination:

• at registration: completed registration form
• on the day of the examination: proof of the examination fee already paid, written invitation to the examination, valid identity card or passport

In order to obtain authorization, the permit shall be subject to:

• the personal reliability of the entrepreneur or of the persons appointed to conduct the business,
• the financial capacity of the company and
• the place of business or establishment in Germany,

the professional competence of the entrepreneur or the persons appointed to manage the business.

Professional aptitude can be proven by:

1. Specialist examination before the responsible Chamber of Industry and Commerce
2. Equivalent final examination, provided that the training for this final examination was started before 04.12.2011:
   • Final examination as a merchant in rail and road transport, focus: passenger transport
   • Final examination for further training as a transport specialist
   • Final examination as business economist (DAV), passed at the German Foreign Trade and Transport Academy in Bremen
   • Final examination as Diplom-Betriebswirt/Diplom-Betriebswirtin in the Department of Economics I, degree course Transport Economics and Logistics, the University of Applied Sciences Heilbronn
   • Degree in Transport Economics from the Technical University of Dresden

In addition, the highest Land traffic authorities may also recognise other qualifications as equivalent.

1. Managerial activity:
   • More than 5 years of managerial activity in a domestic company operating road passenger transport. The end of the activity must not be more than 2 years ago at the time of application.
   • Persons who can prove that they have managed a road passenger transport undertaking in one or more EU Member States without interruption during the period of 10 years prior to 04.12.2009 are exempt from the examination, provided that the activity has acquired the knowledge necessary for the proper management of a road passenger transport undertaking. (These are listed in Annex 1 of Regulation (EC) No 1071/2009 of the European Parliament and of the Council of 21.10.2009 establishing common rules concerning the conditions to be complied with to pursue the occupation of road transport operator.)

The fees are determined by the chambers on a cost-related basis and may vary in detail.
