Apply for a storage permit in accordance with explosives legislation
If you wish to store explosive substances, e.g. explosives, fireworks or other pyrotechnic articles, you require a storage permit in accordance with Section 17 of the Explosives Act.
Description
In principle, a permit is required for the storage of explosive substances in accordance with the Explosives Act (SprengG). Only small quantities are exempt from this.
The following are subject to approval
- the construction and operation of warehouses in which explosive substances are to be stored, as well as
- significant changes to the nature or operation of such storage facilities.
The permit also includes other official decisions relating to storage, in particular building regulations.
The content of the permit may be restricted and subject to conditions insofar as this is necessary, in particular to ensure precautions against risks to life, health and property. Subsequent amendments and additions to conditions are permitted.

Prerequisites
In order to obtain a storage permit in accordance with § 17 SprengG, the following requirements must be met:
- The building/storage facility must be suitable.
- Measures against theft must be sufficient.
- For the storage of explosives, other explosive substances and pyrotechnic articles of categories F3, F4, P2 and T2, a § 7 SprengG permit and a certificate of competence in accordance with § 20 SprengG must be available.
- All necessary documents must be available.

Procedure
- To obtain a permit, you must submit an application and all the necessary documents.
- The documents will then be examined by the competent authority and other authorities (e.g. building authority, environmental authority) may be involved.
- If there are any queries or uncertainties, the authority will contact you and invite you to a personal interview if necessary.
- Once the documents have been checked, you will receive a decision notice, the approval certificate and a fee notice with a request for payment.
