Display of fireworks
The setting off of fireworks must be reported by permit holders. Anyone without a permit, on the other hand, requires a special permit to set off fireworks outside of New Year's Eve.
Description
Before setting off fireworks, the holder of the permit must notify the competent authority of the fireworks. This applies all year round for fireworks with pyrotechnic objects, in particular categories F2, F3 and F4.
If you, as the permit holder, wish to set off fireworks, you must notify the local regulatory authority two weeks in advance. If there are railroad installations, airports or federal waterways in the immediate vicinity, the notification must be made 4 weeks before the fireworks display.

Contact point
The respective regulatory authority of the city or municipality is responsible for receiving the notification.
This authority forwards a copy of the notification to the responsible regional council.
The enforcement departments for occupational health and safety and safety technology at the Darmstadt, Giessen and Kassel regional councils are responsible for monitoring the setting up and setting off of fireworks.

- Site plan with marked burning area and cordoned-off area
- Copy of the permit
- If applicable, copy(s) of the certificate(s) of competence of the pyrotechnician(s) used
- Details of the type and scope of the fireworks and the pyrotechnic articles used
- Details of the distances to particularly fire-sensitive objects within a radius of 200 m
- Consent of the property owner, if applicable

Prerequisites
- You require a permit in accordance with § 7 or § 27 of the Explosives Act.
- If the permit does not include specialist knowledge, you will also need a certificate of competence in accordance with Section 20 of the Explosives Act
- As the certificate of competence in particular is limited in time, it must be valid on the day of the fireworks display
- The categories of pyrotechnic articles you wish to use must be registered (except categories F1, F2, T1)

Procedure
- You must make a notification and submit all the necessary documents.
- The documents will then be checked by the competent authority.
- After an initial check, the responsible regional council will receive a copy of the notification.
- If there are any questions or uncertainties, the authority will contact you and invite you to a personal meeting if necessary.
- You will receive a confirmation of notification and a notification of costs
