Transmit changes in fuel prices as price sovereignty holder (PHI) to the Market Transparency Unit for Fuels (MTS-K)
If you have pricing authority for fuels at filling stations, you must immediately report any changes in fuel prices to the Market Transparency Unit for Fuels (MTS-K). You can use the Mobilithek for this purpose.
Description
The Market Transparency Center for Fuels (MTS-K) enables consumers to find out the current fuel prices at all filling stations in Germany at any time.
All changes to fuel prices must be reported immediately. This applies to the prices for the following fuel types
- Super E5
- Super E10
- diesel
You are obliged to notify the MTS-K if you have the authority to set prices, i.e. if you set the prices as:
- Mineral oil company that sets the fuel prices, or
- Operator of a filling station who sets the prices themselves
The obligation to register applies to public filling stations that are accessible to all drivers without restriction. You can be exempted from the obligation to register if you fall below the so-called de minimis threshold. This is the case if you do not sell more than 750 cubic meters of fuel per year at your filling station.
To register, use Mobilithek, the federal government's online registration platform. The MTS-K accepts your data there. You must submit the price changes within 5 minutes, stating the time of the change. The time of change means that the change takes effect at the fuel pump.
As the Mobilithek does not store the reported data permanently, you must report your price data at least once a week, even if it has not changed.
If you cannot or do not wish to report the data yourself, commission a price reporter. These are specialized service providers.

- You are registered with the Market Transparency Center for Fuels (MTS-K).
- You are registered as a user with Mobilithek.
- You have created an organization under your user account in Mobilithek.
- Your filling station has a unique number in the form of a Globally Unique Identifier (GUID).
- You have created a price data offer under your organization and made it accessible to MTS-K.
- You change one or more fuel prices for
- Super E5
- Super E10
- diesel
Basis for legal action
Legal remedy
There is no legal remedy against the price data reporting obligation.
An objection can be lodged against the general ruling of the MTS-K, which stipulates for all registered parties subject to the obligation to report that the Mobilithek must be used for reporting and how this is to be done.
An appeal can be lodged with the administrative court against the objection decision.
Procedure
- Use Mobilithek for the automated transmission of fuel prices. To do this, you must register there as a user.
- You create an organization under your user account, under which you report all basic and price data for your petrol stations to MTS-K.
- Under your organization, you create a data offering for the price data of your petrol stations and make it accessible to MTS-K.
- You automatically transmit a data package with current data to the data offer via an interface.
- The data package contains
- the name of your organization
- the GUIDs of your petrol stations
- the price data for your filling stations for the fuels Super E5, Super E10 and car diesel
- any updates to the basic data, such as temporarily different opening hours, for example on public holidays
- Each time the data contained in the data package changes, you send an up-to-date, complete data package that also contains the data that has not changed.
- You enter the prices in euros with 3 decimal places, separated by a point without specifying the currency, for example 1,539.
Deadlines
You must report any change in fuel prices no later than 5 minutes after the change has taken effect at the pump.
Processing time
If you send your price data to the Mobilithek, it will be available to MST-K within a minute.
Costs
There are no costs.
Notes (specifics)
If you do not comply with your reporting obligation, the MTS-K may impose a fine on you.
