Report the dispensing of a narcotic via the electronic receipt procedure or the form server receipt procedure

If you dispense narcotics, you must report this electronically to the Federal Institute for Drugs and Medical Devices (BfArM). To create electronic dispensing slips via the form server slip procedure, you must apply for access data from the BfArM.

If you dispense narcotics, you must create an electronic dispensing slip. You can then send your dispensing notification to the Federal Institute for Drugs and Medical Devices (BfArM) electronically.

If you dispense narcotics in small quantities, you can create the dispensing receipt using the electronic form server receipt procedure. The dispensing notification is then sent electronically to the BfArM.

This applies to you, for example, if you dispense narcotics as one of the following establishments:

• Pharmacy (returns)
• scientific institution or
• trading or manufacturing company with low narcotics traffic.

You must apply once in advance to the BfArM for the access data for the form server receipt procedure.

If you dispense large quantities of narcotics, you can transmit the dispensing receipt to the Federal Opium Agency via an FTP server as part of the electronic receipt procedure (e-receipt procedure). This applies to you, for example, if you dispense narcotics as one of the following establishments

• pharmaceutical wholesale company or as a
• large manufacturing company.

• Delivery receipt

• You have a permit to trade in narcotics or a narcotics number assignment (BtM number assignment)
• When using the form server document procedure:
  • You dispense narcotics in small quantities.
• When using the electronic receipt procedure (e-receipt procedure):
  • You dispense narcotics on a large scale.
    

No legal remedy is provided for.

You must create electronic dispensing slips for the dispensing of narcotics. You then transmit these electronically to the BfArM. Depending on the scope of the dispensing, you can use the form server receipt procedure or the electronic receipt procedure.

You must apply for access data for the form-based voucher procedure when registering for the first time.

Apply for access data online:

• Go to the website of the federal portal and open the online application. This will guide you step by step through the necessary information.
• Submit the application.
• The Federal Institute for Drugs and Medical Devices (BfArM) will check your details.
  • The BfArM will notify you if you need to submit additional information or documents.
• You will receive an individual access password and a link either by post or digitally in your BundID account mailbox.

Apply for access data by post, fax or e-mail:

• Send the following information informally to the BfArM:
  • Narcotics number (BtM number)
  • Name and address of the facility and
  • your contact details.
• The BfArM will check your details.
  • The BfArM will notify you if you need to submit additional information or documents.
• You will receive an individual access password and a link by post.

Report the dispensing of a narcotic via the form server document procedure:

• Call up the BfArM form server.
• Log in with your personal access data.
• Create a dispensing slip.
• Check the data entered.
• Send the dispensing slip electronically to the BfArM.

Report the dispensing of a narcotic via the electronic receipt procedure (e-receipt procedure):

• Create an electronic dispensing slip.
• Send the dispensing receipt to the Federal Opium Agency via the FTP server.
