Apply for ATO change during training in the field of aviation personnel

If you would like to change to a training organization (ATO) during your pilot training, you will need a permit. You apply for this at the Federal Aviation Office.

If you are completing pilot training, you may be able to change your training organization (Approved Training Organization, ATO). To do this, you need to apply for approval from the German Federal Aviation Authority (LBA).
To do this, the ATO that will provide training in the future must draw up an individual training program, which the LBA will approve.
These administrative services are generally aimed at all students who wish to change ATO. You can also be represented by the future ATO or a third party.

• In case of representation: Power of attorney
• Part-FCL license, if available and not issued by the LBA
• Training program
• current version of the ATO certificate of the future ATO and the associated attachment for ATOs that do not operate in the LBA's area of responsibility
• current version of the ATO certificate of the previous ATO and the associated annex for ATOs that do not operate within the LBA's area of responsibility
• Proof of training at the previous ATO

You can apply for approval for the ATO change online, by post or by fax.

Online application:

• Go to the website of the federal portal and call up the online form. The online form will guide you step by step through the information and documents required.
• You can upload the required documents directly in the form.
• You can then submit the application via the portal.
• The Luftfahrt-Bundesamt (LBA) will contact you if anything is unclear or if any information is missing.
• If all requirements are met, the LBA will send you the result documents.
• You pay the fees.

Apply by post or fax:

• Go to the website of the federal portal and call up the online form. The online form will guide you step by step through the information and documents required.
• Once you have completed the form, print it out and send it to the LBA by post or fax together with the required documents.
• The remaining steps of the procedure are identical to those of the online application.
