Description
If you would like to start training in the field of aviation personnel, you may be able to take advantage of training facilitations if you have an ICAO license (ICAO) from a third country. To do this, you will need a permit, which you must apply for from the Federal Aviation Office (LBA).
For this purpose, the future training organization (Approved Training Organization, ATO) must create an individual training program, which the LBA approves.
These administrative services are generally aimed at all students who hold an ICAO third country license. You can also be represented by the future ATO or a third party for the application.

Procedure
You can apply for approval for training facilitation online, by post or by fax.
Online application:
- Go to the website of the federal portal and call up the online form. The online form will guide you step by step through the information and documents required.
- You can upload the required documents directly in the form.
- You can then submit the application via the portal.
- The Luftfahrt-Bundesamt (LBA) will contact you if anything is unclear or if any information is missing.
- If all requirements are met, the LBA will send you the result documents.
- You pay the fees.
Apply by post or fax:
- Go to the website of the federal portal and call up the online form. The online form will guide you step by step through the information and documents required.
- Once you have completed the form, print it out and send it to the LBA by post or fax together with the required documents.
- The remaining steps of the procedure are identical to those of the online application.
