Apply for vehicle registration information as an authorized person

You can request information on vehicle data and vehicle owners for vehicles that are registered with the registration authority. You must give reasons for your request.

If you are involved in a traffic accident or suffer damage in road traffic, you may need the data of vehicles or their owners. This also applies, for example, if you are on the road on a bicycle or on foot.

You can apply for vehicle register information for this purpose

• from the local registration authority for the vehicle in question or
• via the Central Vehicle Register (ZFZR) at the Federal Motor Transport Authority (KBA).

You can apply for simple or extended vehicle register information.

Simple vehicle register information is possible on the basis of a vehicle registration number or a vehicle identification number. You will receive information about certain stored vehicle data and data on owners. The information includes the following data, for example

• Name, in the case of legal entities or authorities: Name or designation
• Address
• Order and artist name
• Type, manufacturer and type of vehicle
• Name and address of the insurer
• Number of the insurance certificate or, if this is not yet stored, number of the insurance confirmation
• Date of allocation or issue of the license plate to the holder
• Vehicle registration number

You must declare that you need this in connection with an accident or a claim for an insurance or legal dispute. If necessary, you must provide proof of this.

In individual cases, extended vehicle registration information is possible. In contrast to the simple vehicle register information, this is also possible on the basis of the personal details of the vehicle owner. You will receive information about other vehicle data and data of owners, for example

• Name at birth
• Date, state and place of birth
• Gender
• Occupation or trade

You must provide evidence of your specific reasons for this.

You can apply for information if damage occurs, regardless of whether it was caused by you or another person. The damage can have occurred both while driving and while parked. It is irrelevant whether it occurred on a public road or on private land or property.

To apply via the local registration authority or the Central Vehicle Register (ZFZR) at the Federal Motor Transport Authority (KBA), you must provide the following information.

For simple register information:

• informal application, which includes:
  • Vehicle registration number or vehicle identification number (VIN) of the vehicle in question, which you can find, for example, in the registration certificate part 1 in field E
  • Time and place of the accident or damage
  • Statement of facts (presentation requirement)
  • credible statement that the data is necessary for insurance or legal consequences

For the extended register information:

• informal application, which includes
  • Personal details of the vehicle owner or vehicle registration number or vehicle identification number (VIN) of the vehicle in question, which you can find in field E of the registration certificate part 1, for example
  • Time and place of the accident or damage
  • Statement of facts (prima facie evidence)
  • credible declaration
    • that the data is necessary for the prosecution of legal claims or for a private prosecution for road traffic violations
    • credible explanation that the data is not available by other means or is only available with disproportionate effort
  • corresponding evidence

You explain and provide credible evidence in a statement of the facts that you need the data to pursue your legal claims. This may be the case, for example, if you are culpably or not culpably involved in an accident or damage in road traffic.

Contradiction

You can apply for vehicle register information

• via the Central Vehicle Register (ZFZR) at the Federal Motor Transport Authority (KBA) or
• at the local registration authority for the vehicle in question.

If you apply for information from the ZFZR, you must submit your application in writing:

• Submit an informal application.
• State the required information.
• Send your application by post or e-mail to the Federal Motor Transport Authority.
• You will receive a notification of fees by post. Pay the fees.
• You will receive the requested information by post.

There is no deadline.

• The processing time for the application in the Central Vehicle Register (ZFZR) is usually between 10 and 12 weeks.
• Please contact your local registration authority for information on the processing time.
