Transmitting reports on traffic in narcotics (in accordance with Section 18 BtMG)

If you have a permit to participate in legal narcotics traffic, you must regularly report the extent of your narcotics traffic.

If you have a permit to participate in the legal narcotics trade, you must report the volume of your narcotics traffic to the Federal Institute for Drugs and Medical Devices (BfArM) twice a year. In the notification, you must, among other things, report separately for each business premises and each narcotic the respective quantity that was

• was manufactured, imported or exported, purchased or dispensed,
• was destroyed,
• was used for other purposes or
• was available as stock at the end of the respective calendar half-year.

If you only cultivate narcotics, you only have to report once a year. To do this, you must report the respective quantity that you have obtained per cultivation area separately for each operating site and each narcotic.

You are obliged to report as long as your permit is valid or was valid in the respective reporting period. Even if you have not participated in the narcotics trade despite having a valid permit and have no stocks, you must report this in a so-called false report.

If your permit expires or you renounce it, you must submit a final notification.

If a notification was incorrect, you can submit a correction notification to correct your details.

• Your narcotics number (BtM number)
• Your notification in the form of the completed notification forms of the Federal Institute for Drugs and Medical Devices (BfArM)
• In case of correction: Documents for correction

• You have a permit for the legal handling of narcotics (BtM permit).
• For notifications from organizations: You are the person responsible for legal narcotics traffic, their representative or part of the management.

No legal remedies are provided for.

You can submit the notification for legal narcotics traffic online or by post to the Federal Institute for Drugs and Medical Devices (BfArM).

Submit the notification online:

• Go to the website of the federal portal and call up the online form. This will guide you step by step through the necessary information, which you can enter electronically.
  • If you are submitting the declaration as an organization, sole proprietorship or self-employed person, you will need an ELSTER company account and an ELSTER organization certificate. If you are submitting the declaration as a private individual, you will need an electronic ID document, for example the online function of your ID card and a BundID account.
• Upload the required completed BfArM notification forms as a file and submit the form. The file must not be larger than 10 megabytes. The following file formats are accepted:
  • PDF
  • PNG
  • JPEG
• The BfArM will check your information.
  • The BfArM will notify you if you need to submit additional information or correct your notification.

Submit notification by post:

• Download the notification form from the BfArM website.
• Print out the forms, sign them and send them to the BfArM by post.
• The BfArM will check your details.

The BfArM will notify you if you need to submit additional information or correct your notification.

You must submit the declaration for the previous calendar half-year by 31.01. or 31.07. respectively. If you only cultivate narcotics, you must submit the declaration for the previous calendar year by January 31.

Processing can take several months.

There are no costs.

There are no indications or special features.
