Apply for approval of minimum equipment list (MEL) for aircraft or submit notification for extension of recovery interval (RIE)

You need approval from the Federal Aviation Office for the minimum equipment list of an aircraft. Changes to an existing list are also subject to approval. If you wish to extend the recovery period, you must notify the Federal Aviation Office.

A Minimum Equipment List (MEL) for one or more aircraft must be approved by the German Federal Aviation Office (LBA) for the first time. Changes to an existing Minimum Equipment List are also subject to approval. If you wish to extend the Rectification Interval Extension (RIE), you must notify the LBA.

As the operator of an aircraft, you can apply for the following in the Minimum Equipment List section or report the following in the Rectification Interval Extension section:

• Initial approval of a minimum equipment list
• Revision of a minimum equipment list:
  • Amendment of the basic MEL (MMEL)
  • Inclusion of one or more aircraft in the MEL
  • Removal of one or more aircraft from the MEL
  • Modification of the equipment of one or more aircraft in the MEL
  • Modification of the operational procedures of one or more aircraft in the MEL
• Notification of an extension of the recovery period

Initial approval and amendment of a Minimum Equipment List (MEL):

• List of affected aircraft with type, registration and serial number
• Minimum Equipment List
• additionally, if a change to the basic MEL (MMEL) has been selected or in the case of initial approval:
  • MMEL of the aircraft type
  • Supplement or addendum to the MMEL or other specification documents
• additionally, in the case of initial approval or revision of the procedures for extending the rectification interval (RIE):
  • CAME or extract from the CAME describing the procedure
• additionally, if Operating and Maintenance Procedures are available in a separate document:
  • Document with the Operating and Maintenance Procedures
• additionally, if master documents on Operating and Maintenance Procedures (e.g. MEL Guide or Dispatch Deviation Guide) are available:
  • Evidence of Operating and Maintenance Procedures

Notification of an extension of the rectification interval (Rectification Interval Extension, RIE):

• Proof of notification for each affected aircraft

General:

• Other documents relevant to the application

• You can only submit the application if you are resident in Germany.
• The application is possible for
  • CAT,
  • NCC and
  • SPO operators
• As a CAT operator, you must hold or have applied for an Air Operator Certificate (AOC).
• As an NCC and SPO operator, you must hold or have submitted a declaration.

You can apply for the initial approval of a Minimum Equipment List (MEL) and the amendment of an existing MEL online via the federal portal. You can also report the extension of the Rectification Interval Extension (RIE).

• Go to the federal portal verwaltung.bund.de and complete the online application.
• Upload the required documents as a file or make them available as a download link and submit the application online.
• If anything is unclear or information is missing, the Luftfahrt-Bundesamt will contact you.
• The Luftfahrt-Bundesamt will check whether the requirements have been met and will send you
  • a decision and
  • a notification of costs.

• You pay the fees.
