Apply for approval of a dangerous goods training program in the aviation sector
Would you like to offer dangerous goods training in the aviation sector? Then you need an approved training program. The maintenance of approvals and changes are also subject to approval.
Description
You need an approved training program for dangerous goods training in the aviation sector. If you already have an approved training program, maintenance and changes require approval. This includes, for example, name changes or a new address.
For changes that affect the scope of training, you can choose from a list of predefined modules that you would like to offer.
You can apply for the following approvals from the Luftfahrt-Bundesamt:
- Approval of a new dangerous goods training program
- Modification of an existing approval for a dangerous goods training program
- Extension of an existing approval to include additional modules
- Reduction of an existing approval by the modules offered
- Modification of master data
- as an employee of a training provider: company name, legal form, address
- as a freelancer: company name, address, first name(s), surname
Maintenance of an existing approval for a dangerous goods training program: required every 2 years, for new issue of ICAO T.I.: in all odd-numbered years.

The following training documents for the approval of a new training program, extensions to an approved training program and the maintenance of approvals:
- An assessment of the scope of training and additional training content according to the competency model.
- For internal training courses, an additional assessment of the scope of training as part of the training program.
- For external training courses, the training company should use the training contract and include the objectives there.

- Submission of current certificates of the trainers and proof with dates of 2 completed training courses in the last 2 years.
If an existing approval for a dangerous goods training program is changed, additionally:
- Change of basic information for companies (company name, legal form):
- Proof of trade or extract from the commercial register
- Change of basic information for freelancers (first name(s), surname):
- Proof confirming the name change, for example an extract from the registry office register, a name change certificate or the new identity card

Prerequisites
- You can only submit the application if you are resident in Germany as a company or self-employed person.

Procedure
You can apply to approve, modify or maintain a hazardous materials training program online through the federal portal, by email, fax or mail.
Online application:
- Go to the federal portal verwaltung.bund.de and complete the online application.
- Upload the required documents as a file or make them available as a download link and submit the application online.
- If anything is unclear or information is missing, the Luftfahrt-Bundesamt (LBA) will contact you.
- The LBA will check whether the requirements have been met and will send you
- a decision,
- a notification of costs.
- You pay the fees if you are an airline that offers the training itself.
Application by e-mail, post or fax:
- Send the completed online application together with the required documents to the LBA by e-mail. Alternatively, you can print out the completed online application and send it to the LBA by post or fax together with the required documents.
- The further procedural steps are the same as for the online application.
Deadlines
Objection deadline: 1 month
Period of validity: 2 years (The authorization is valid for 2 years or until the new edition of the carriage of dangerous goods by air (ICAO T.I.). If a new ICAO T.I. is published, the documents must be updated.)
Retention period: 36 months (Training organizations must keep the training records for at least 36 months, employers must keep the proof of training (certificate) for 36 months. The records must be made available to the LBA on request.)
Processing time
The processing time for new applications is at least 3 months.
1 month (The processing time for maintenance and changes is about 1 month.)
Costs
The costs only apply to airlines that offer training courses. There are no costs for all other training providers. The Aviation Administration Cost Ordinance (LuftkostV) provides information on the exact amounts.
