If you want to introduce or change training and screening programs for flight and cabin crews or issue flight attendant certificates, you need approval from the Federal Aviation Authority.
Description
You can apply for approval of new or modified cabin and flight crew training and checking programs if you are
- a commercial air transport operator (CAT) or
- a Cabin Crew Training Organization (CCTO).
As a commercial air transport operator (CAT), you can apply for the introduction of and changes to training and checking programs for the following aircraft types:
- Airplane
- Helicopters
This concerns the following training and inspection programs:
- for flight crews:
- Basic training
- commander training
- Operator retraining
- Difference training
- Qualification of a pilot to operate an airplane or helicopter from any pilot seat
- Relief of flight crew members during the flight
- Flights with a pilot under instrument flight rules or at night
- Evidence-based training
- Initial Crew Resource Management (CRM)
- Operational training, recurrent training and review
- Other training (e.g. base training)
- for cabin crew:
- Basic training
- Operator retraining
- Difference training
- Induction training
- Recurring training
- Refresher training
- Training for senior cabin crew members (SCCM)
- Training for flight operations with only one flight attendant (Single CCM)
- other training
As a Cabin Crew Training Organization (CCTO), you can apply for the following in the area of training and review programs for cabin crews:
- Introduction or changes to the training program Basic training
You require further approvals if you
- want to have synthetic flight training devices, such as simulators or FSTDs, recognized.
- introduce or expand alternative training and qualification programs for flight crews (ATQP).
- want to issue flight attendant certificates.
- You will receive approval for the issue of cabin crew attestations if you apply for them as part of the introduction or modification of cabin crew training and checking programs, the Federal Aviation Office has already approved the basic training for cabin crew and you apply for them independently of training and checking programs.
- You can reorder additional forms for cabin crew attestations.

Prerequisites
- Your company is based in Germany.
- The application
- for flight crews can only be submitted by CAT operators.
- in the area of cabin crew and flight attendant certificates is only possible through CAT operators or a cabin crew organization (CCTO).
- in the area of Alternative Training and Qualification Program (ATQP) is only possible through CAT operators.
- As a CAT operator, you must present or apply for an AOC (Air Operator Certificate).
