Secure supply chain Germany: Apply for approval as a transporter, known consignor and regulated supplier or agent
If you as a company wish to provide a service as part of the secure supply chain, you can apply for a corresponding status under certain conditions.
Description
The secure supply chain exists to ensure the safe handling and transfer of goods that are to be transported by air within the European Union (EU). This serves in particular to prevent acts of sabotage and terrorist attacks.
Companies that transport or otherwise handle goods within the EU as part of the secure supply chain and have an operating site in Germany must apply for status from the German Federal Aviation Office (LBA).
The following statuses are approved by the LBA for the secure supply chain:
- regulated agent (regB)
- regulated supplier (regL)
- known consignor (bV)
- transporter
To obtain a status, you must appoint a security officer, draw up a security program and undergo an on-site inspection.
The security program describes measures that a company applies in order to guarantee the European requirements for the status. The on-site inspection checks whether the measures to maintain aviation security at the operating site are implemented in accordance with the security program.
Once you have been granted secure supply chain status, the LBA will issue you with a letter of approval for one of your operating sites. A separate approval is required for each of your operating sites.

Procedure
You can apply for approval of a secure supply chain status online:
- Go to the federal portal verwaltung.bund.de and complete the online application.
- Ideally, you should have already created a federal user account so that you can manage the application later.
- First select which status you would like to apply for. If you are unsure, the information in the application will help you select the correct status.
- Enter the details of the person making the application. This includes personal data and contact details.
- In the next step, enter details of the company for which the status is to be approved. This also includes personal details of a contact person in the company.
- Upload the documents for the company. These depend on the status you are applying for.
- In the next step, enter details of the business location for which the status is to be granted. Enter the address of the business location and upload the security program if you already have the necessary information about the creation of the security program.
- In the next step, enter the name and contact details of the security officer of the operating site. The safety officer must also agree to a declaration of commitment and upload the required documents.
- If a safety officer has not yet been appointed or the person submitting the application is not the safety officer, upload the declaration of commitment.
- Upload the letter of appointment of the security officer (not required for regulated suppliers).
- If the information is complete, the Luftfahrt-Bundesamt will carry out a check. Depending on the status applied for, the Luftfahrt-Bundesamt will provide information (electronically and/or by post) on the creation of a safety program if this is not yet available.
- The safety officer then draws up the safety program. For regulated agents, known consignors and transporters, information and sample security programs are freely accessible on the LBA homepage. You will be sent access data for the sample security program for regulated suppliers.
- The security program must be submitted to the Luftfahrt-Bundesamt.
- The Luftfahrt-Bundesamt will check the safety program and coordinate any open questions with the safety officer. If the information in the submitted safety program is sufficient for an on-site inspection to be carried out, an on-site inspection will be scheduled by the Luftfahrt-Bundesamt. As part of the on-site inspection, the Federal Aviation Office will check the implementation of the measures described in the safety program at the operating site.
- If the employees of the Federal Office of Civil Aviation determine that there are discrepancies between the submitted safety program and the actual processes, it is possible to correct the submitted safety program or the actual processes.
- If all possible deviations have been corrected, you will receive a notice of approval from the authority. If the safety program and the processes on site still do not meet the requirements, the application can also be rejected by decision.
- The approval of the regulated supplier status for the operating site is published in the Union database on supply chain security.

Costs
As a result of the amendment to the Aviation Security Fees Ordinance, new fee obligations have applied since 01.02.2024 for approval as a secure supply chain entity.
The fees are made up of fixed-amount fees and time-based fees, which are charged for the respective official acts. In addition, out-of-pocket expenses incurred during business trips will be invoiced.
The fees are based on the Aviation Security Fees Ordinance.
