Apply for approval, modification or deviation of an aircraft maintenance program
You must have a maintenance program, the so-called Aircraft Maintenance Program (AMP), approved for an aircraft or a fleet of aircraft. You must also have changes or deviations to the AMP approved.
Description
You must organize the maintenance of your aircraft in accordance with an aircraft maintenance program, the so-called Aircraft Maintenance Program (AMP). The Luftfahrt-Bundesamt (LBA) examines and approves your maintenance program. You must also have changes and one-off deviations approved.
The LBA approves the maintenance programs for the following aircraft with traffic approval in Germany:
- Aircraft within the scope of Part-M of the European Union Aviation Safety Agency (EASA), for example.
- technically complex powered aircraft
- Aircraft in air carriers
- Annex I aircraft, for example historic aircraft
A maintenance program is possible for
- a single aircraft
- a fleet of aircraft
However, the LBA cannot process maintenance programs for aircraft that are assigned to the Part-ML.
Creation of the maintenance program
As the operator of an aircraft within the scope of Part-M or an Annex I aircraft, you can create the maintenance program yourself and submit it to the LBA for approval, amendment or deviation.
- yourself and apply to the LBA for approval, modification or deviation, or
- have it created or maintained by a Continuing Airworthiness Management Organization (CAMO) or Combined Airworthiness Organization (CAO) by contract.
Applying for initial approval
As a contracted CAMO or CAO, you must apply directly to the LBA for approval of the maintenance program and any subsequent changes or deviations. The evidence required depends on whether your CAMO or CAO is approved by the LBA.
Initial approval is required, among other things, for
- Registration of an aircraft within the scope of Part-M
- Change of the holder
- Change of the owner
- Termination of the previous CAMO or CAO contract
- Termination of the previous limited contract for the development and maintenance of a maintenance program

for the modification or deviation of a maintenance program for an Annex I aircraft:

Prerequisites
You are the owner of an aircraft as a
- a natural person
- A joint operator - represented by one operator
- a legal entity
or
- You are acting as a CAMO or CAO on behalf of the operator.
for the initial approval of a maintenance program:
- The maintenance program must comply with the technical requirements of the type certificate.
for the modification or deviation of an approved maintenance program:
- A maintenance program approved by the Luftfahrt-Bundesamt already exists for the aircraft or aircraft fleet.

You can lodge an objection within 1 month.
Procedure
You can apply for approval, modification or one-time deviation of a maintenance program online or by mail, fax or e-mail.
Online application:
- Go to the federal portal verwaltung.bund.de and complete the online application.
- You can upload your documents directly.
- Alternatively, you can print out the completed application and send it to the LBA together with the required documents by post, fax or e-mail.
- If anything is unclear or information is missing, the LBA will contact you.
- The LBA will check whether the requirements have been met and will send you
- a decision and
- a notification of costs.
Application by post or fax:
- Call up the forms on the LBA website.
- Complete the forms and compile the required documents.
- Send all documents to the LBA.
- The further procedural steps are the same as for the online application.
Deadlines
There is no time limit.
The validity of an approved maintenance program is usually unlimited in time. Please note, however, that the aircraft maintenance program must be reviewed annually and, if necessary, amended.
Processing time
1 to 3 months (Duration for the approval of changes to a maintenance program. The processing time depends on the completeness and quality of the documents submitted. The Federal Aviation Office will contact you as soon as possible in the event of any uncertainties or queries.)
4 weeks (Duration when applying for a one-off deviation. The processing time depends on the completeness and quality of the documents submitted. The LBA will contact you as soon as possible in the event of any uncertainties or queries.)
