Applying for excursion permits and stationing
If you would like to extend your general flight permit or carry out individual flights and stationing, you can apply for this at the Federal Aviation Office.
Description
You can extend your existing general excursion permit and apply for, change, extend or renew individual excursions or stationing.
General excursion permit
An extension or change to the general excursion permit relates to the regions of the International Civil Aviation Organization (ICAO) in which your airline wishes to operate in the future. Up to 8 ICAO regions can be approached:
- European Region (EUR)
- Africa-Indian Ocean Region (AFI)
- North Atlantic Region (NAT)
- North American Region (NAM)
- Caribbean Region (CAR)
- South American Region (SAM)
- Middle East Region/Asia Region (MID/ASIA)
- Pacific Region (PAC)
Single flight permit
You can still apply for individual flights for a single aircraft or for several aircraft. It is also possible to renew, amend or extend permits that have already been issued.
Stationing
If you wish to station an aircraft or several aircraft abroad for a longer period of time, you will also require a permit. You can apply for the issue of such a permit as well as the amendment or extension of existing permits.
You will receive the modified general excursion permit, the individual excursion permit or the stationing permit from the Luftfahrt-Bundesamt (LBA) as a notification. In the case of extensions to the general departure permit, the Air Operator Certificate (AOC) is also amended.

- Proof of insurance that the aircraft affected by the authorization or modification are insured in your company for the relevant period and the named destination in respect of
- passengers,
- baggage,
- goods and third parties and
- delayed transportation
You are not yet required to submit certain documents at the time of application. You can submit these documents at a later date.
Prerequisites
- As the applicant, you are acting on behalf of a German air carrier with a valid operating license.
- The application cannot be submitted as a representative.
Depending on the ICAO region, you must meet various requirements for all forms of application for departure permits or stationing, which will be checked by the LBA after the application has been submitted.

You can lodge an objection within 1 month.
Procedure
You can apply for a change or extension of the general excursion permit, an individual excursion permit or a stationing or changes or extensions to these online or by post or fax.
Online application:
- Go to the website of the federal portal verwaltung.bund.de and complete the online application.
- You need a federal ID account to apply online.
- You can upload your documents directly.
- The Luftfahrt-Bundesamt (LBA) will check your application and contact you if there are any queries or incomplete documents.
- Once your application and documents have been approved, you will receive a notification and a fee notice. You can call up the decision on the federal portal.
- You will receive the adjusted general departure permit and the correspondingly adjusted Air Operator Certificate (AOC) or the individual departure permit or stationing permit by post as a notification.
Application by post or fax:
- Call up the forms on the LBA website.
- Complete the forms and compile the required documents.
- Send all documents to the LBA.
- The further procedural steps are the same as for the online application.
