If you wish to change your operating license and air operator's certificate (AOC), you can apply for this under certain conditions. The changes include the registration and deregistration of aircraft, transfers of supervision and special permits.
Description
Under certain conditions, you have the option of applying for changes to the operating license and the Air Operator Certificate (AOC).
You can make the following changes:
- Fleet-in or dry-lease-in,
- deregistration or dry lease-out,
- Supervisory transfers,
- special authorization,
- other changes.
Fleet-in or dry lease-in
In the case of a dry lease-in, an aircraft is entered in the operating license and the AOC of the airline.
A dry lease-in is the leasing of an aircraft without a crew, whereby the aircraft is operated under the AOC of the leasing company.
You can only apply for the registration and dry lease-in of aircraft not registered in Germany if the Federal Republic of Germany has concluded an agreement with the countries of origin in accordance with the rules of the International Civil Aviation Organization (ICAO).
Deregistration or dry lease-out
When an aircraft is deregistered, it is removed from the air carrier's AOC.
Dry lease-out is the leasing of an aircraft without a crew. The aircraft is transferred to another operating license and another AOC.
A dry lease-out with transfer of supervision is only possible in countries with which the Federal Republic of Germany has concluded an agreement in accordance with ICAO regulations.
Special permit
You can apply for a special permit for the following situations, among others:
- dangerous goods
- Instrument flight rules and flight operations in low visibility
- Flight operations in airspace with reduced height separation for aircraft (RVMS)
- Long-haul operations with twin-engine aircraft (ETOPS)
- Flights with area navigation (PBN)
- NAT HLA authorization (flight operations in upper airspace) for aircraft
- PBCS approval for aircraft
- Operation of single-engine turbine aircraft at night or under instrument meteorological conditions (IMC)
- (SET-IMC)
- Execution of steep approach procedures
- Performance of short landing procedures
- Helicopter operations with the aid of night vision systems (NVIS)
- Helicopter winch operations
- Emergency medical helicopter operations (HEMS)
- Helicopter operations over the open sea (HOFO)
- Helicopter operations to or from a place of public interest (PIS)
- Helicopter operations over an area with difficult environmental conditions outside a densely populated area
- Helicopter operations without the possibility of a safe emergency landing
- Electronic flight bag
- Flight attendant training and flight attendant certificates
Special authorizations for aircraft are approved by the responsible specialist departments as a notice of approval and then entered in the AOC.

for a dry lease-in of an aircraft registered in Germany:
- Proof of ownership or rental, ownership or leasing contracts
- Third party liability insurance
- Liability insurance to cover personal injury, baggage, cargo and delay damage
for a dry lease-in of a foreign-registered aircraft:
- Proof of ownership or rental, ownership or leasing contracts
- Certificate of Registration (CofR) for each aircraft
- Certificate of Airworthiness (CofA) for each aircraft
- Airworthiness Review Certificate (ARC) for each aircraft
- proof of insurance for passengers, baggage, goods and third parties as well as delayed transportation for each aircraft
in the case of a dry lease-out without transfer of supervision:
- Rental agreement or lease agreement with the air carrier that will take on the aircraft
in the case of a dry lease-out with transfer of supervision:
- Air Operator's Certificate including the operating specifications of the foreign air carrier
- Rental agreement or lease agreement with the air carrier that will receive the aircraft
- Proof that the aircraft is adequately insured with the foreign air carrier in respect of passengers, baggage, goods and third parties and delayed transportation

Prerequisites
You can only apply for changes to the AOC as a German aviation company with a valid operating license. You can only apply for a dry lease-out for supervisory transfer as an authorized private individual.
for a dry lease-in:
- Inclusion of the aircraft in your Continuing Airworthiness Management Organization (CAMO)
- regular modification of the maintenance program and the adaptation, modification and extension of technical and flight operations manuals and documentation
- Provision of the financial agreements from the rental and ownership and/or leasing agreements
- You can only apply for dry lease-ins with transfer of supervision if the Federal Republic of Germany has concluded an agreement with the countries of origin of the aircraft in accordance with the rules of the International Civil Aviation Organization (ICAO).
for a dry lease-out
- Notification at the end of the lease term/lease agreement,
- Proof of sale or deregistration of the aircraft
for a dry lease-out with transfer of supervision:
- Federal Republic of Germany must have an ICAO agreement with the state to which the aircraft is being transferred
- Request for transfer of supervision, a formal letter of transfer from the Luftfahrt-Bundesamt (LBA)
- formal acceptance of this request by the foreign aviation authority
for a special permit:
- The special permit must have been approved for entry in the AOC by the responsible department at the LBA.

You can lodge an objection within 1 month.
Procedure
You can apply for extensions to the operating license and the air operator's certificate or a dry lease-out with or without transfer of supervision as well as for changes or extensions to special permits online or by post or fax.
Online application:
- Go to the website of the federal portal verwaltung.bund.de and complete the online application.
- You will need a BundID account to apply online.
- You can upload your documents directly.
- You will probably not have all the information available at the start of the application. You can submit missing information and documents during the application process.
- The LBA will check your application.
- If anything is unclear or information is missing, the LBA will contact you.
- Once your application has been processed by the authority, you will receive a decision and a fee notice. You can retrieve the approval notice in your federal user account and receive the adapted AOC by post.
Application by post or fax:
- Call up the forms on the LBA website.
- Complete the forms and compile the required documents.
- Send all documents to the LBA.
- The next steps are the same as for the online application.
