Applying for an exemption and overflight permit for the transportation of dangerous goods by air

If you want to transport dangerous goods that are actually prohibited by air, you must apply for a special permit or an overflight permit.

If you or your organization are carrying prohibited dangerous goods,

• such as weapons

in civil aircraft, you require a permit from the Federal Aviation Office.

You can apply for the following permits:

• Exemption permit:
  • for the transportation by civil aircraft of prohibited dangerous goods including weapons
• Overflight permit:
  • for the transportation of prohibited dangerous goods over German territory
• A 88:
  • for the transportation of untested batteries, i.e. prototypes
• A 99:
  • for the transportation of batteries weighing more than 35 kilograms
• Special provisions:
  • For the transportation of all other dangerous goods, you must submit an application for approval in accordance with the relevant special provision.

If you or your organization would like to apply for one of these permits, you must provide the following information:

• reason for transportation
• detailed information about
  • the dangerous goods and
  • the safety devices

You must provide the following evidence for the respective permit:

• Shippers Declaration
• Safety Data Sheets (SDS)
• Packaging certification/Packaging Test Certificates
• Training certificate for the transportation of dangerous goods for the person signing the shipper's declaration,
  • valid on flight date plus one month

Additional proof required if the air operator is not based in Germany:

• Air Operator Certificates (AOC)
• Operational Specifications (OPS SPEC)
• Exemption from the state in which the air operator is based

Additional proof required if Germany is the state of destination:

• Authorization from the competent authority of the country of origin

Additionally for all class 1 dangerous goods:

• Classification document,
  • issued by the competent authority of a Contracting Party to the European Agreement Concerning the International Carriage (Classification document issued by the competent authority of a Contracting Party to the European Agreement Concerning the International Carriage)

In addition, if the air carrier has appointed a representative to submit the application:

• Power of representation stating that the representative has the appropriate qualifications to submit the application

Additionally, in the case of an application for overflight authorization:

• Overflight authorizations from other countries to be overflown

• You have a permit for the transportation of dangerous goods.
• You have received training in the transportation of dangerous goods.
