Applicants for a pilot's license (ATPL, MPL, CPL, IR, CB-IR, BIR) or an aviation license for FTH report
As an approved training organization or approved training organization (ATO/NTO), notify the Luftfahrt-Bundesamt (LBA) of applicants for a pilot license/authorization or an FTH pilot license.
Description
To register as an ATO/NTO applicant for a pilot license/authorization (ATPL, MPL, IR, CB-IR, BIR) or an aviation license for FTH, submit an applicant notification to the Luftfahrt-Bundesamt (LBA). If not all the necessary documents are available at the time of the notification, they can be reported to the LBA in a subsequent notification.
In doing so, you transmit personal data of the applicant, information on existing licenses and the reporting training organization.
To submit the notification, you must provide the name, approval number of the training organization and contact details.
By submitting the applicant notification, the Federal Aviation Office stores the relevant information in its database.

Procedure
You can submit the applicant notification or the follow-up notification online or in writing. Please proceed as follows:
- Go to Bundesportal.de and complete the online form.
- Alternatively: Download the applicant registration form from the website of the Federal Office of Civil Aviation and send it by e-mail to the address given on the form.
The Federal Office of Civil Aviation will transfer the data you submit to its internal database.
Deadlines
Application deadline: 8 days (Sie müssen die Bewerberin oder den Bewerber spätestens 8 Tage nach Ausbildungsbeginn melden. Falls Sie aktuell noch nicht alle luftrechtlich erforderlichen Unterlagen der Bewerberin oder des Bewerbers vorliegen haben, müssen Sie, sobald diese vorliegen - ebenfalls über das Formular - eine Folgemeldung für die Bewerberin oder den Bewerber einreichen. Die Frist gilt spätestens bis zum ersten Alleinflug.)
Processing time
3 days (Das Luftfahrt-Bundesamt trägt die Daten in der Regel zeitnah in seine Datenbank ein, nachdem die Meldung eingegangen ist.)
