Applying for temporary flight permits

If you require the issue of a provisional traffic permit, a temporary permit to fly or the approval of flight conditions for an aircraft, you can apply for this under certain conditions.

With a provisional traffic authorization or a permit to fly, the Luftfahrt-Bundesamt (LBA) can approve the planned flight or flights with the specified aircraft or approve the flight conditions.

You can apply for the following:

• the provisional admission to traffic for Annex I aircraft,
• the Permit to Fly for aircraft with an EASA rating, or
• approval of the flight conditions by the Luftfahrt-Bundesamt.
• You can apply for a permit to fly if
  • the approval of the flight conditions is related to the safety of the design or
  • the approval of the flight conditions is not related to the safety of the construction.

When you apply for a temporary admission to traffic or a permit to fly, you must provide information about the aircraft.

With the issue of a provisional admission to traffic or a permit to fly, the Federal Office of Civil Aviation approves the entry into service of the aircraft for the flight or flights applied for.

With the approved flight conditions, you can be issued a permit to fly by another authorized body.

Documents that are required:

• Certificate of deletion or non-registration if the aircraft is not registered in the aircraft register
• Confirmation of insurance in accordance with Section 106 (1) of the German Aviation Licensing Regulations (LVZO), which must be forwarded to the Federal Aviation Office by the owner's insurance company or the insurance broker

for a provisional traffic license:

• Declaration of no objection

for a permit to fly:

• EASA-approved Form 18b and Form 37, if the safety of the design is affected or purpose 21A.701 No.12, 13, 14 or 15 applies
• EASA Form 18b and Declaration of Flight Conditions; either already self-approved or for approval by the Federal Aviation Office

for a stand-alone application for approval of the flight conditions by the Luftfahrt-Bundesamt:

• EASA Form 21, 18b and the Declaration of Flight Conditions

for private individuals, sole proprietors or organizations that do not have their residence/registered office in Germany:

• Authorization to serve and receive documents

for the representation of private individuals or sole proprietors or sole traders or the application or representation for companies, associations, civil law companies:

• Proof of authorization to represent your organization

• Exceptions:
  • You can only apply for a permit to fly in accordance with point 21.A.701 of Regulation (EU) No 748/2012 (a) (15) as the owner (21.A.703 of Regulation (EU) No 748/2012).
  • You can only apply for a permit to fly in accordance with point 21.A.701 of Regulation (EU) No 748/2012 (a) (1) to (5) as a design organization or manufacturer. The same applies to the permit to fly for the purpose of "market investigation" in accordance with point 21.A.791 of Regulation (EU) No 748/2012(a)(9).
• You must provide evidence of sufficient liability cover.

To apply for the issue of a provisional traffic authorization, a permit to fly or the approval of flight conditions, please proceed as follows:

• Go to the federal portal verwaltung.bund.de and complete the online application.
• You can upload your documents directly. Alternatively, you can send your notification and documents to the LBA by e-mail, fax or post.
• The Federal Office of Civil Aviation will check your application and the documents submitted.
• You will then receive a notification and fee notice. Once you have paid the fees, you can retrieve the notification.
