If you want to test new technologies in telecommunications, you must first apply to the Federal Network Agency for frequencies for experimental radio.
Description
To test new technologies in telecommunications, you need frequencies in advance for test radio. You can apply for these from the Federal Network Agency (BNetzA).
This includes
- the development and testing of radio equipment,
- the use of radio equipment for specific research purposes and
- the testing of new operating procedures.
The BNetzA checks whether your trials could interfere with other frequency uses that are listed in the Frequency Ordinance or in the frequency plan. If no interference is to be expected, you will be allocated the corresponding frequency ranges.

Procedure
You can apply for frequency allocation for experimental radio online, by post or e-mail.
Apply for frequency allocation online:
- Go to the website of the federal portal and open the online application.
- The online application will guide you step by step through the necessary information.
- Upload the required documents and submit the form online.
- The Federal Network Agency will check your application and contact you with any queries or missing information.
- The BNetzA will send you by post
- the frequency allocation and
- the notification of fees.
- You pay the fee.
Apply for frequency allocation by post or e-mail:
- Download the relevant application form from the Federal Network Agency's website.
- You can complete the form online or download it, print it out and then complete it.
- Send the form with all the necessary documents to the Federal Network Agency by post or e-mail.
- The next steps are the same as the online procedure.
Deadlines
Period of validity: 1 year (Frequency allocations are limited to 1 year. An extension must be applied for 6 weeks before the allocation expires.)

- Fee for frequency allocation
- A fee is charged for frequency assignment and, under certain circumstances, for refusal of assignment. The amount of the fees is determined in accordance with the Special Fee Ordinance of the Federal Network Agency for Frequency Allocations.
- Annual fee for frequency assignment
- As the holder of a frequency assignment, you pay annual fees in addition to the frequency assignment fee. The amount of these contributions is determined in accordance with the Frequency Protection Contribution Ordinance. The basis for determining the contribution rates is the actual expenses and costs eligible for contributions in a calendar year. These can only be determined retrospectively. A contribution forecast is not possible.
- As the holder of a frequency assignment, you pay annual fees in addition to the frequency assignment fee. The amount of these contributions is determined in accordance with the Frequency Protection Contribution Ordinance.
