Under certain conditions, you can apply for exemptions for special experimental and technical/scientific studies with an amateur radio station.
Description
If you are licensed to participate in the amateur radio service in Germany and are planning experimental and technical/scientific studies with an amateur radio station, you can apply for a special permit from the Federal Network Agency (BNetzA). This permits certain exceptions to the applicable technical and operational framework conditions of the Amateur Radio Ordinance.
If the amateur radio station is to operate remotely or automatically, please use the application form for the allocation of remotely or automatically operating amateur radio stations and add an explanation of your experiment or technical/scientific study.
In any case, a detailed description of your project is required for the processing of your application. If the BNetzA has any queries about your experiment or technical/scientific study, this may prolong the processing time.
For approved exemptions, the BNetzA may impose additional conditions that you must comply with.
The exemptions granted are always limited in time and can be extended under certain circumstances. Please apply to the BNetzA for an extension in good time.

Procedure
You can apply for the temporary exemption for special experimental and technical-scientific studies with an amateur radio station online or in writing.
Online application:
- Call up the online application on the federal portal verwaltung.bund.de. This will guide you step by step through the necessary information. Complete the application in full online.
- Submit your application online.
- The BNetzA will check and process your application.
- You will receive
- a decision that lists any additional requirements and
- a request for payment.
- You transfer the fee.
Application by e-mail or post:
- Go to the BNetzA website and open the application form.
- You can either
- fill it out directly online or
- download it and then complete it.
- Then send the signed application to the Federal Network Agency by e-mail or post.
- The BNetzA will check and process your application.
- The BNetzA will send you
- a decision that lists any additional requirements and
- a request for payment.
- You transfer the fee.
Deadlines
There is no deadline for the application. You must apply for an extension of the exemption in good time before the end of the allocation period.
Objection deadline: 1 month
Processing time
1 to 12 months (The processing time depends in particular on the frequencies applied for. If the frequencies are primarily assigned to the amateur radio service, the processing time is considerably shorter than for applications in which the requested frequencies are secondarily assigned to the amateur radio service.)
Costs
One-off fees are generally charged for this official act. The amount of the fee is calculated on the basis of time spent. When determining the amount of the fee, a quarter of the respective hourly rate is charged for each quarter of an hour or part thereof: - For the intermediate service: EUR 14.80 / quarter of an hour - For the senior service: EUR 18.60 / quarter of an hour: Fee from 14,80 EUR to 18,60 EUR (Information on cost composition can be found here)
