You can apply to the Federal Network Agency to take the amateur radio examination.
Description
In order to be admitted to the amateur radio service in Germany, you must successfully pass a German amateur radio examination or apply for recognition of a foreign amateur radio examination certificate or amateur radio license.
You can apply to the Federal Network Agency (BNetzA) to take a German amateur radio examination. Admission to the amateur radio examination takes the form of an invitation to the amateur radio examination.
The amateur radio examination is a multiple-choice test and consists of 3 parts:
- operational knowledge,
- knowledge of regulations and
- technical knowledge.
To successfully pass the amateur radio exam, you must pass each of the 3 parts of the exam. If you fail one or more parts of the exam, you can repeat them.
To prepare for the amateur radio exam, you can use the relevant catalogs with exam questions, which you can find on the BNetzA website.
Taking an additional exam
If you have already passed a class E amateur radio examination, you can upgrade from class E to class A by taking an additional examination. In this additional examination, you only have to pass the technical knowledge part of the examination for class A. If you have taken the class E amateur radio examination abroad, please apply for recognition first.
Please note: Radio examinations and radio licences from other radio services or other proof of activity cannot be recognized as a substitute for taking an amateur radio examination.

If you are applying for an additional examination for Class A:
- Your class 3 or class E amateur radio certificate or
- Proof from the BNetzA of recognition of your foreign amateur radio examination certificate or amateur radio authorization which is equivalent to the German Class 3 or Class E.
If you apply to take the amateur radio examination by e-mail or post, you will also need the following as a means of identification
- a copy of your identity card on both sides or
- a copy of your passport
Prerequisites
You do not wish to use the amateur radio service for commercial purposes.
For admission to the additional examination for class A:
- You have successfully passed the amateur radio examination for class E.

Procedure
You can apply to the Federal Network Agency (BNetzA) for admission to the amateur radio examination online, by e-mail or by post
Online application:
- Call up the online application on the federal portal verwaltung.bund.de. This will guide you step by step through the necessary information. Complete the application in full online. Also select here:
- the desired examination type,
- the examination location and
- the examination date.
- Upload any documents and submit the application online.
- The BNetzA will check and process your application.
- The BNetzA will send you an interim decision and a request for payment with a payment deadline.
- You transfer the fee.
- You will receive an invitation to the examination date.
- You usually take the examination at one of the BNetzA's branch offices.
- If you pass the examination, you will be issued with an examination certificate.
- If you fail one or more parts of the examination, you can retake them within 24 months.
Application by e-mail or post:
- Go to the BNetzA website and open the application form.
- You can submit the form either
- fill it out directly online
- or download it and then complete it.
- You can also select in the application form:
- the examination date.
- the examination location and
- the desired type of examination,
- Then send the signed application to the BNetzA either by e-mail or by post.
- The BNetzA will check and process your application.
- The BNetzA will send you a notification and a request for payment with a payment deadline.
- You transfer the fee.
- You will receive an invitation to the examination date.
- You usually take the examination at one of the BNetzA's branch offices.
- If you pass the examination, you will be issued with an examination certificate.
If you fail one or more parts of the examination, you can retake them within 24 months.
Deadlines
Consultation period: 24 months (There is no deadline for applying for admission to take the amateur radio examination. If you fail one or more parts of the examination, you can retake them within 24 months. You should apply for admission to the repeat examination at least 8 weeks before the end of this 24-month period. You can only repeat an additional examination in full as a new additional examination.)
