Get IT service provider approved for EMCS message exchange

If you transport excisable goods under duty suspension and have to use EMCS, you can commission an IT service provider to carry out the message exchange via this program for you. For this, you need an authorisation from the General Directorate of Customs.

If you, as an economic operator, want to transport certain untaxed products, for example alcohol and alcoholic goods, tobacco products or energy products, you need a special permit and registration to participate in the computerised Excise Movement and Control System (EMCS). You record the various transport steps in the system and exchange messages with customs.
IT service providers can carry out the message exchange for you in the IT procedure EMCS. The IT service providers then provide the software required for the message exchange.
To commission an IT service provider, you need approval from the General Directorate of Customs. You must submit an application for this.
The IT service provider must be approved by the Directorate General of Customs. Please note that the IT service provider cannot act as your legal representative vis-à-vis the customs administration.

As this is not an administrative act, it is not possible to lodge an appeal.

For the approval of IT service providers in EMCS, you must submit a written application:

• Go to the Customs Administration website and download the following application:
  • Application to Use an IT Service Provider in EMCS Message Exchange (Form 033094).
• Complete Form 033094, sign it, and send it to Master Data Management at the Directorate General of Customs.
• You will receive a written authorization.

You do not have to meet any deadlines.

Processing usually takes between 1 and 2 weeks.
