General information on the reallocation of building land
The German Building Code provides a flexible, legally secure and economical instrument for implementing urban development plans in the form of building land reallocation. In this process, building areas are reorganised in such a way that purpose-designed plots of land are created in accordance with the stipulations of a development plan in terms of location, shape and size. In addition to the new building plots, areas for roads and paths, car parks and green spaces as well as for nature conservation compensation areas are usually also provided.
The reallocation of building land is the responsibility of local authorities. However, local authorities often delegate their powers to the land management offices or other suitable bodies.
As the principle of equal value compensation applies to the reallocation of building land, the proper determination of property values is of particular importance in this context.
