De-Mail in the Hessian state administration
De-Mail was successfully used for the first time in the Hessian state administration as part of a pilot for the specialised procedure ELIS-A (Emissions Measurement Report with the State Information System - Installations). De-Mail offers a simple, encrypted, secure and standardised communication procedure which, as part of the pilot, replaces the previous sending of emissions measurement reports by post or email.
The pilot was realised on an interdepartmental basis in cooperation between the Ministry of the Interior and the Ministry of the Environment, the Darmstadt Regional Council, the Hessian State Office for Nature Conservation, Environment and Geology, the Hessian Data Processing Centre and the cooperation partner Chemlab GmbH. It serves as a model for the further introduction of De-Mail in the Hessian state administration. This plays a particularly important role in the planned Hessian E-Government Act, as it provides for the mandatory introduction of De-Mail for the Hessian authorities.
HZD operates a De-Mail gateway, which is the central transfer point between the De-Mail provider (T-Systems) and the central exchange infrastructure of the state of Hesse. The HZD thus forms the interface between the departments and the De-Mail provider. Accordingly, it is also the point of contact for the use of De-Mail in other authorities of the Hessian state administration and provides support with the introduction of De-Mail.
The final event of the pilot took place at the HZD on 5 May 2017 to demonstrate the possibilities of De-Mail in the Hessian state administration and to promote it as a standardised communication method.
