Events: StVO - Permits and exceptions
Description
Events for which roads are used more than usual require permission. In particular, these are:
- Motorsport events with motor vehicles
- Bicycle races, triathlon events, popular cycling with more than 100 participants, foot marches, relay races, popular hiking with more than 500 participants or on classified roads (county roads and higher)
- Removals
- Street festivals, traditional events, markets
Assemblies and lifts within the meaning of § 14 of the "Assembly Act" as well as local processions and other local church events as well as smaller local customs events are not subject to approval.
Requirements Permission may only be granted for events that are organized and responsibly carried out by an organizer. The organizer must guarantee that the event will be carried out in accordance with the conditions and requirements of the licensing authority.

Contact point
The road traffic authority of the city or municipality in whose district the event takes place is responsible for granting the permit, with the exception of cities and municipalities with fewer than 50,000 inhabitants. There, the district administrator is responsible as a road traffic authority.
A permit or exemption shall be granted upon written request. The road traffic authority examines the application and the submitted documents and hears the bodies to be involved (police and road construction authorities, forestry and nature conservation authorities).
The permit or exemption may be subject to conditions and obligations and to orders for traffic regulation and traffic-restricting measures. These measures will be coordinated in advance with the organizer.

- written confirmation by the organizer that the organizer is aware that the event constitutes a special use within the meaning of § 8 Federal Highway Act or §§ 16, 17 of the Hessian Road Act. In particular, the declaration must confirm knowledge of the reimbursement claims under road law, according to which the licensee must reimburse all costs incurred by the carrier of the road construction burden due to the special use.

Basis for legal action
Deadlines
The application must be submitted in good time, at least 2 weeks before the start of the event, and earlier for very large events.
Costs
The fee is based on the scale of charges for road transport measures; within the applicable fee number according to the size of the event. In addition to the fee for granting the permit, separate fees may apply for the special use of the roads.
