Apply for a clearance certificate in accordance with the 1st Explosives Ordinance (non-commercial)
Description
Anyone wishing to handle and/or purchase explosive substances (black powder, nitrocellulose powder) requires a permit in accordance with Section 27 of the Explosives Act (SprengG). In order to obtain such a permit, you must first attend a course to teach you the specialist knowledge required for the non-commercial handling and transportation of explosive substances. You will need a clearance certificate for admission to this specialist course. You will receive the clearance certificate upon application.

Der Schwerpunkt des Sachbereiches liegt in den Arbeitsbereichen Jagdrecht, Fischereirecht, Waffenrecht und Sprengstoffrecht. In der Jagdverwaltung sind kreisweit 158 Jagdreviere und ca. 1000 Jagdscheininhaber zu betreuen. Zu nennen dabei ist auch die Erstellung der Abschusspläne. In der Fischereibehörde werden u.a. die staatlichen Fischerprüfungen durchgeführt, die jede Person ablegen muss, die Angeln möchte. Ein weiteres wichtiges Aufgabengebiet ist die im Auftrag des Bundes auszuführende Waffenverwaltung. Hierbei werden waffenrechtliche Erlaubnisse für Personen erteilt, die Waffen benötigen z.B. Jäger, Sportschützen. Zudem werden kontinuierlich alle Personen auf Zuverlässigkeit und gesundheitliche Eignung überprüft, die Waffen besitzen. Das Aufgabengebiet Sprengstoffrecht umfasst die sprengstoffrechtliche Bewertung und Erlaubniserteilung für das Erwerben, Lagern und den Umgang mit Sprengstoffen für den privaten Bereich.

Deadlines
The application must be submitted in good time, at the latest 8 weeks before the intended participation in a course.
Costs
The issuance of a clearance certificate is subject to a fee. The fees are determined according to the administrative cost regulations for the area of responsibility of the Hessian Ministry for Social Affairs and Integration (VwKost-HSM). The costs range between 30.00 - 250.00 euros.

The certificate is issued if you are reliable and personally suitable to participate in courses in accordance with the SprengG.
