Public procurement: Submit a tender in a public tender or open procedure

    Description

    In the case of the public tender (national), all companies that legally carry on their trade can offer the desired services (tender). This also applies to tenders under the EU procurement regime (open procedure, EU-wide); this is to be carried out for deliveries and services with an order volume of 200,000.00 euros or more.
    The State of Hesse and the Hessian municipalities publish their tenders in the Hessian Tender Database – HAD (www.had.de), which may also be responsible for the announcement in accordance with the EU procurement regime.

    EU tenders must also be published in the EU Official Journal.

    You can find out which documents, samples or samples you need when submitting your bid in the tender documents.

    Prerequisites

    Your tender must meet the substantive and formal requirements described in the tender documents.
     

    In the case of EU-wide notices, bidders can submit an application for review to the Public Procurement Chamber of the State of Hesse at the Darmstadt Regional Council. In the case of national tenders (below the threshold values), the VOB bodies can be called in for verification in the case of construction services. The address of the Public Procurement Chamber and the competent VOB office will be provided in the notice or with the tender documents

    Procedure

    Find out more about participation competitions in the Hessian tender database (www.had.de). If you would like to participate, please submit an application to the awarding body to participate in the competition. The awarding authority evaluates the applications. Once the awarding body has selected you, it will invite you to submit a bid. It transmits the tender documents.

    When preparing a quote, you need to consider various formal and content requirements, for example:

    • the legally binding signature of the offer,
    • timely adherence to the deadline,
    • the full registration of the prices demanded, and
    • the declarations and evidence required by the client.

    Attention: You are not allowed to change the contract documents!

    You will find out in the tender documents whether you can or must submit the documents electronically. In this case, you must provide the documents with a qualified electronic signature and transmit the data in encrypted form.

    Hint:

    The contracting authority must allow a sufficient period of time for tenders.

    The awarding authority will not open the tenders until after the deadline for tenders has expired. It examines tenders received properly and within the deadline according to the following criteria:

    • Completeness
    • professional correctness and
    • arithmetical accuracy.

    With a few exceptions, you will be awarded the contract in writing. At the same time, the award is considered to be the conclusion of the contract. The awarding authority will also inform you if you are not awarded the contract.

    Costs

    For the request of the tender documents, the maximum cost of reproduction will be charged. The amount of the costs can be found in the announcement of the call for tenders.
