Specialist certificate for cab and hire car transportation

If you want to operate cab or hire car services, you need a permit from the competent authority. In municipalities with more than 7,500 inhabitants, the municipal council is responsible for issuing the permit, otherwise the district committee at the registered office or branch of your company is responsible.

• The Chamber of Industry and Commerce in whose district the applicant resides is responsible for the professional qualification examination.
• The IHK in whose district the applicant resides is responsible for recognizing equivalent final examinations.
• The IHK in whose jurisdiction the company has its registered office is responsible for recognizing managerial activities.

The following documents are required to take the examination:

• when registering: completed registration form
• on the day of the examination: proof that the examination fee has already been paid, written invitation to the examination, valid identity card or passport

Theprerequisite for the granting of a license is

• the personal reliability of the entrepreneur or the persons appointed to manage the business,
• the financial capacity of the business and
• the registered office or branch office in Germany

the professional suitability of the operator or the persons appointed to manage the business (see service description "Transport with rental cars, approval").

Professional suitability can be demonstrated by

1. Specialist examination before the responsible IHK
2. Equivalent final examination, provided that the training for this final examination was started before 04.12.2011:
   • Final examination to become a merchant in rail and road transport, specializing in passenger transport
   • Final examination for further training as a transport specialist
   • Final examination as a business economist (DAV), taken at the German Foreign Trade and Transport Academy in Bremen
   • Final examination as Diplom-Betriebswirt/Diplom-Betriebswirtin at the Heilbronn University of Applied Sciences, Faculty of Economics I, Transport Economics and Logistics course
   • Degree in transport economics from the Technical University of Dresden

In addition, the highest state transport authorities may also recognize other degrees as equivalent.

1. Managerial activity:
   More than 3 years of managerial activity in a domestic company that operates cab or hire car services. The end of the activity must not be more than 2 years ago at the time of application.

The fees are determined by the chambers on the basis of the work involved and may vary from case to case.
