Dem Hauptamt ist als klassisches Querschnittsamt einer kommunalen Verwaltung sowohl für Dienstleistungen gegenüber Bürgerinnen und Bürgern als auch für die Ämter der Gemeindeverwaltung zuständig. Im Hauptamt ist ebenso die Geschäftsstelle für die kommunalen Gremien angesiedelt; es ist die Schnittstelle zwischen der Verwaltung und der kommunalen Politik, vertreten durch Gemeindevertretung und Gemeindevorstand.
